Personally, I couldnt help smiling every time those Mythic Dawn nutters take a swing at you with a hearty 'The dawn is breaking!!' Maybe its the way they say it, or how out-of-context it is in combat, but it just cracks me up.

For me, the best deliberately funny thing is talking with Lord Rugdumph. Just do the Fighter's Guild quests and you'll meet him eventually.
There's loads of unintentional comedy, mostly from NPC and/or creature interactions.

Come to think of it, the fact that those cat-bastards hail from Elsewhere (Elsweyr) is pretty damn funny. Like they just ran out of names for provinces. "I dunno. They come from elsewhere... HEY! THAT'S IT!!!"

The humor in the dialogue of Sheogorath and several others from Shivering Isles make vanilla Oblivion's seem dull by comparson.
"Wonderful! Time for a celebration... Cheese for everyone! Wait, scratch that. Cheese for no one. I suppose that can be just as much of a celebration, if you don't like cheese, true? You've run a maze like a good little rat. But no cheese for you yet. Well, maybe a little."

I was under the impression that it came from an old design plan of the creators', along the lines of, 'Err, they're not from here, there's from ... elsewhere.'

I was talking to a woman in one of the cities and she asked what penalty would you face for necrophillia and she laughed when I answered a 500 fine for the first indiscreation, and she said "that that was nothing compared to the penalty back home".
I had a good giggle at that one.:laff:
I have also come across a talking horse (have no idea whats going on there):)

Yeah I ran into Falanu Hlaalu and her little necrophelia fetish as well. But a talking horse? That sounds pleasantly absurd. Where can I find this educated beast?

I'm pretty sure it's just a bug seen mostly in the in the GOTY edition. Basically a horse missing it's Imperial soldier rider but retaining the dialogue.

I once saw one of the courier riders attacked by a wolf. Wolf killed horse, I killed wolf. Afterward I had a pleasant chat with the courier, who was still laying on the ground in the saddle of her dead horse.
