If I can carry a pistol, crossbow, rifle, shotgun, sword, and a rocket launcher then I should be able to carry 21 lockpicks.

Well actually yes, certainly easier than carrying 3 different types of rifles. The game should either have real limits (not stacking) forcing the player to make a choice with the slots, or have no limits at all. Its frustrating to be punished for exploring the environment and conserving your resources; its contrary to the design of the rest of the game, realistic or not.

That's a specious argument though, given that at no point in the game are you actually inconvenienced by being limited to 20 lockpicks or multitools anyway. I recently completed it with skilled in lockpicking and unskilled in electronics, without ever running out or getting low (and without missing out on a single thing).
That may as well be an argument for not having a limit in the first place, but my point is why bother complaining about it?

The complaint is mostly for having to turn away from a reward that you should be able to take.
A lot of multitools and lockpicks are in odd places, put there as a reward for exploring the game. That you then can't take the reward is annoying - it's not about it being realistic, or inconvenient, or gamebreaking, it's just a blow to the pride and sense of self-expression that for any effort you put in you've got nothing for it because you can't take what you should have got for the effort.

Yeah that's true, the use of them as exploration rewards palls given how common they are (especially the numerous swap-the-lockpick-for-a-multitool cabinets). I'd rather they'd replaced them with LAMs or something else equally fun.
