I'm confused by this. Every Elder Scrolls game has been set in Tamriel, including the Adventures spinoffs and TESO.

Uh, the province of Morrowind, or Dunmer, or Resdayn, or Vvardenfell, or whatever it's called. I'm not big on ES geography obviously. Then again I don't know if I could even draw the US midwest properly if my life depended on it.

Oh, ok. Tamriel is just the continent that every ES game has been set on. There are other continents referenced in the lore, but nothing that's directly appeared in any of the games (unless you count the various planes of Oblivion).
Not sure how a game following Oblivion and Skyrim could be set in Morrowind unless they use a very different time period, as the entire province is apparently nothing but piles of ash and debris.

Weren't there rumours ages ago that it was going to be set in Black Marsh?
Which borders Morrowind, so the game could include some parts of that?
Anyway, it was only Vvardenfell that got completely destroyed IIRC, the other parts of Morrowind were only partially ruined (and invaded by Argonians.)
