It's like the algorithm optimises for few enough polygons until it's enough to flip a HAS_DOWNS flag to true. In this case, Trump's answer to build a wall might be the best idea out there. Yak doesn't really need that extra space, so why not just wall it off, and forget about it?
It also makes it harder for someone to build a meth lab there later on, so he's ultimately doing society a favor...
