No, they are only on golden saints. Unless you have the mod which adds the tests cells in which case 1 can be found on lord clutter monkey and 2 in the test_create_all_armor.
Yes it is a one in 20 chance of a daedric tower shield appearing on the golden saint, it always seems to take longer when you want one. I am suprised striker also knows it is a 1/20 chance.
