Yeah, something like that. The Internet Super Tollway is the only way any of this stuff is going to work to everyone's mild disatisafaction.
They might as well get it over with (yeah, nutrality, complex, etc. Someone's probably got some ideas there.)

Clearly that's the upside for the 'You MIGHT be music a pirate' tax. Now you're justified in pirating at least £20 worth of music a year, since it's already paid for.
