It has been stated in previews that Garrett goes to the Queen of Beggars to upgrade some of his abilities, so that does indicates that some type of magic is involved.

So I don't know about you guys, but having an eccentric, blind, magical type woman as a supporting character is enough similarity for me to take notice. Even Freyja over at the official forums said the devs at EM had a panic attack when they first saw the character of Granny Rags, because they knew it was so similar to their own character. She even posted screenshots with dates trying to prove their character came first.

While this works as proof that maybe the two characters are more alike than different, it also kinda backs up my assertion that all the similarities between it and dishonored are just really bad luck on EMs part.
Hell, he pretty much repeats what I said earlier, but...like...years ago.

Not really. Are they both actually blind? The only similarities we know of are they are old ladies. Of course EM would have a panic, just like they would have if they had included an assassins guild.
