The question is, why would EM copy something no one was sure would be a big hit? If Dishonored were well established by the point Roy came on board, I'd be more willing to concede your point, but with everything considered, it makes more sense that its thematic similarities are more coincidental than heavy inspiration.
...though I'll give myself some wiggle room and say I could be wrong. We'll see how it all comes together ingame.

Granny Rags? She's a crazy old bat living in a rundown apartment on the edge of town, who only barely acknowledges who you are and what you're doing. She's kinda there to serve as an example of the dark side of the outsiders influence, and to be...well...kinda flat out creepy.
The Beggar Queen? From that one video we all saw, she looked completely sane, and more than a little competent. She seems to be playing the role of an information broker. Someone who knows at least a bit about everything that's going on in the city, and might be one of the big movers and shakers behind the scenes.
To me, they're entirely different characters.
I guess I jumped to conclusions, but its still something that bothers me. When I saw them first get introduced was like right around the time a lot of people where pointing out the dishonored similarities in the plotline and gameplay and speculating that thief 4 would not even come out if dishonored wouldn't have been a success so the second I saw the poor old lady (I guess I sort of figured on my own they'd have magic powers because the picture kind of implied it at least to me) I was just like "Ok this is getting out of hand." The character concept though is too similar for my liking though.

No, you were told that kings and emperors used to beg for her hand or something like that. The only thing you could take from that is that she used to mingle in high society. How she ended up where she's at is never directly stated. All you know is that she's very powerful, and is one of a few people who possess the Outsider's Gift.
The Beggar Queen? Hell, I don't even know if she has magical powers, and her status as queen is only an honorary title or a nickname, because she has the attention and respect of all the forgotten people in the city.

My argument isn't "They ripped off the character completely" it's: The fact they would have such a similar character concept ontop of all the other similarities from a game the whole 'jumping on a bandwagon' thing seems so prevalent that it has the potential to ruin the atmosphere for me personally.
Sure they're not that similar, but in the few ways which they are is what sticks out.
