How do you mean?
Do you mean which race, class, and star sign when combined produces the most powerful character?
Well to be honest unless you actively try to make life hard for your self i get the impression most characters can become very powerful but it is worth noting that to a small extent morrowind seems to favour melee over magic.
I'd advise you to first ask your self which you'd rather be a warrior type, a thief type, or a wizard type.
When you've decided have a look at the races and read the side description and weigh up which you like the most and which has the best racial advantage for your character type. I strongly advise you to pick the race you like the look of most because eventually the racial advantages become less important but your need to like what your character looks like only grows.
I'd really advise you to create your own custom class character because you have the opportunity to tailor his or her skills to exactly what you want which again stops you at a later date from wanting to start over because your character isn't turning out the way you'd envisaged a thief/knight/sorcerer would.
Your star sign is a minor issue and its benefits only really help you at a low level as many of these advantages can be replicated with magic and enchantment later on.
Just pick a sign that fits your character class.
My best advise is work your character out on paper first and remember that you'll be playing with this character for a long time so you'd better like what he looks like, what he can do, and how he moves or else like me you'll find your self starting over after 9 levels because you've changed your mind.

Agree with Red. Create your own custom class.
For example, I went for a Breton Battlemage so I have majors and minors in magic arts and melee (heavy armour & axe) which I use often. However I also have minors such as ranged which I have almost no use for. (I can acheive the same with ranged magic). Had I done a custom character, I could have gone for something more useful.

I personally enjoy the long blade weapons in the game, so I became a Redguard (race) with a custom class specializing in long blade, athletics, and others which aren't really all that important.
The idea is that hopefully in some way your race will compliment your class. If nothing else, it makes a good amount of the game a whole lotta fun when you're actually well skilled in something.

Also if you are going to be a mage type it is a good idea (almost required) to pick either a race or birthsign that has a bonus to magicka. Even though Bretons and High-elves are good natural mages any race can be a powerful mage with either Atronarch or Apprentice. Atronarch has two very good bonuses but also a disadvantage that can halt a mage who isn't prepared, if you pick this birthsign you will either become a potion addict or a conjuration expert (Ancestral Ghost), the spell absorption really shines during the later stages of the game as spellcasting enemies become more abundant. Apprentice has one advantage and one disadvantage, it is not as annoying for a new character as Atronarch but later on in the game the 50% magicka weakness can hurt badly against curses and attribute damaging spells.

Personally, I found Atronach to be a little too unusual for my playing style. I made a High Elf with the sign of the Lady instead - and though I agree that most of the races/signs don't really matter - the Lady gives an absolutely HUGE attribute bonus, which gets you up to a full complement of 100's (if you're anal like myself) all the quicker, and the High Elf... well, the x1.5 fortify magicka is really nice, but in the mid-late game, when you're not a demigod but they're casting spells, all those magicka weaknesses really, really blow. I can't imagine playing a High Elf with the sign of Apprentice... Ouchie when you meet your first Daedras and spellcasters...

Or you could play as a nord with incredible resistances, have more health/ac than a mage, be able to hold more/use better armor(or more options), all while being able to easily outdamage any type of wizard, in a much easier, efficient, and less micro-managing way...

Or you should try playing as a wood elf fighter/paladin class... Wood elves have naturally high stealth skills at the beginning... security and sneaking are 2 of my most used skills... Plus speciallizing in combat due to your class gives you the best combination... in this game, magic sux, but stealth skills improve your combat, and your income, ;). At low lvls, you can sneak up to a creature and critical hit it, which will kill it instantly( if you dont miss). At high lvls, it doesn't matter what class you are, important skills will be maxed out. Usually those skills are some weapon skill(longblade, blunt weapon), security, alchemy, heavy/light armor, sneak/illusion(sneak is better!!!).

And I found a funny little trick to recharging your magicka as Atronarch (and probably anyone else too) without restore magicka potions, agressive spellcasters or a shrine. When the effect wears off your magicka maximum will be back at normal and since it restores your magicka reserve so it keeps the ratio from before you will have full magicka.
Example :
A Breton with Apprentice (+200% magicka) and 50 Intelligence has 150 maximum magicka. This character then spends 120 magicka on various spells while clearing a cave and thus has 30 current magicka left. During the raid a lot of loot was recovered, infact more than could be carried without beeing over encumbrance maximum and this Breton is greedy, very greedy so nothing can be left behind. No Fortify Strength spells or potions...Hmm... Sujamma! Fortify Strength 50 for 60 seconds and Drain Intelligence 50 for 60 seconds. He then teleports back to town with some of his last magicka, downs the Sujamma resulting in 250 more carrying capacity, 0 Intelligence and thus 0 maximum and current magicka. After selling off the loot he now waits for the Sujamma to wear off so he can do some spellcasting again. The Sujamma eventually wears off and he is his own weak self once more, but since he had as much current magicka (0) as he had maximum magicka (also 0) before it wore off he now has full magicka (150/150) instead of what he would have had if he had left some stuff behind and just teleported back. Sometimes greed pays off in more than one way :cheeky:
