I've been wondering for a while now.
I love Morrowind, I think it's a terrific game. It gives you so many possibilities and it has so many nice features.
But why on earth didn't they feel they should at least try and make the faces of the NPCs not just plain ugly?
Were the developers in a hurry? Were the programmers drunk?
Why didn't they add -to an otherwise fabulous game- some also handsome faces?
(I do know about all the beazty mods out there, and I am using some. Just curious.)

How dare you insult the exalted Bethesda, you saucy knave! I may not agree with what you say, but I will defend to the death my right to defend it to the death! I challenge you to a duel, rogue!
Also, I'm not quite sure myself. Perhaps the modding community is more resourceful than Bethesda had been? Still, it looks like they fired the bloke behind it and went with something much more realistic in Oblivion and that's all I care about now.

I’m more into gameplay than visual effects, so the ‘quality’ of the faces doesn’t disturb me as much as if does others. I don’t doubt that the developers were fully capable of creating the beautiful images that we have since seen added by third parties. I seem to recall an official admission of this near the time of Morrowind’s release–their reasoning was to cultivate the fantasy through striking images (this is particularly true of the elven races). I agree that had they used (by some standard) more beautiful faces reminiscent of celebrities the world would have felt less exotic.
That being said, it appears that Bethesda has reversed its position on this point in the development of Oblivion. They can see as well as any of us the disproportionate release of texture packs, face packs, clothing that would make Brittney blush among the plug-ins available. It may be that in chapter four Bethesda is just giving the (majority of) people what they want.

I never downloaded any face mods. I think the orginial ones suit the game, they are alein races who live in an extremely harsh environment without any make up. Not to mention that everyone in MW has insomnia from the Dagoth Ur nightmares, dreamers are the only ones who sleep as was mentioned in a rare topic ingame (Though I'm sure they would have made them sleep if they could) so they hardly have beauty sleep.

There are different kinds of ugly faces. You can have a very detailed, high-poly, high-texture model of an ugly face, or a low-poly, blurry-textured model of a beautiful face. I wouldn't call Bethesda's faces beautiful, but their main failing was in poly count and texture resolution. That's why I like 3rd party heads.

I agree that Bethesda were pushing for various distinctive styles for elves' facial shapes. Something that some modders have lost sight of.
However the originals were also blighted with crappy models and textures. I don't buy some talk of a deliberate creative decision to have non-beautiful people. The models just plain suck. I downloaded Rhedd's heads soon after first installing the game, and never looked back..

In an immersive RPG like Morrowind, anything that breaks suspension of disbelief - like shoddy visuals - is fundamental to 'gameplay'.
