OSA is an insane challenge for a beginner. I'm nearing the end of my first run through SS2, and I've died more times than I can count. Were I to start again, I'd fare much better, but you have to take into account the fact that a beginner is not necessarily going to know how to play for the first five hours or so. I'd pick Navy if I were you.

Yeah, I got stuck the first time through. I went Marine more or less. I was trying to save up cyber mods and/or spending them a little too widely and I ended up with only a pistol and not enough AP rounds come the BOM. I gave up and started over, this time going full on Marine and being completely weapons focussed.
This worked well and got me through while being a lot of fun. But then I went through as Navy with a tech focus and found all the security stuff you can pull made things a real breeze and I wished I'd tried that way first.

go navy...get standard, hack and strength. You'll be setting yourself up to make the first parts of the game as easy as they can be. By the time you've got the hang of how to play (very different to most FPS...less forgiving than bioshock by a long way), you'll be able to branch out into more interesting things (nothing stopping you using psi later on).
For your first play through, I would stick to medium EVEN IF you're an experienced FPSer. You can change the diff half-way through so if you find it too easy you can always increase it. Nothing's more frustrating than being trapped in engineering with no health kits/ammo/all weapons broken..etc. Of course, I didn't have access to the newbie guide of ZB's or even ttlg at that point, so you may find your going goes a bit better.

As a beginner you will suffer pains from hell if you do a first run as an OSA.
