Yes, BM was the one. I am assuming that Valve did not authorise this. They just did it because they thought HL1-in-HL2 would be a good thing.

Valve quite definitely authorised this. The question may be at which point in the process they authorised it, but such projects rarely if ever happen without the expressed permission from the IP holder, because the alternative is generally a Cease & Desist letter.
