Hi everyone,
Question: If I max out all attributes, except Luck, and I gain another level.
Am I given the option to put only 1 point towards Luck? Do I lose the 2 extra distribution points? Or am I allowed to level at all?

You just stop getting points in those attribs, and the same goes for skills 100 is the max. You can of course go higher with items, spells, potions that boost them temporarily or permenently (constant effect as long as it's worn/equiped).
