Has anybody heard any news about this? They mentioned on the official site that they were planning to release "next year" back in 2007.
Stalker has so many interesting features that aren't available in any other SDK that it'd be a real shame if we never get to play with it, and the mutliplayer version is essentially just a map editor, or so I've been led to believe.

Not known, their plans are kept in shadows for now.

I thought they were going to release the SDK after Clear Sky came out. At least, that's a rumor I read somewhere. There are quite a few things I'd like to see done which would need access to the xrGame.dll source, which I'd assume would be part of the SDK. Stuff like new monsters, new artifacts, new weapons, etc. as well as fixing stuff like vehicles. Stalker has a lot of potential for improvement, if they would only give us the SDK.
