I mean we all know they can be used to upgrade your cybernetic rig, but that can't be the reason for them to be on the ship. Because your functionality is illegal by 22nd century standards and lots of dead crew members are carrying a few of them. They must be used for other things. And that brings the question of those upgrade rigs...who else on the ship uses them?

I imagine that the crew members have lesser restricted cybernetic rigs as there'd be no other reason to have upgrade stations occur more frequently than toilets. It'd be convenient to have a crew that can learn new skills instantly.
Though...what does one put on their resume in the future? "Highly compatible, quick learner neural downloader, rarely suffers implant rejection..."

So many people seem to ignore the "R-grade" part of "R-grade implant". Obviously, there are other grades of implants that aren't illegal.
