So far I've found two people to murder that have no consequences -- neither morally (heh) nor plot-wise.
The first is found during the course of the Thoronir (dodgy merchant) quest in the Market District. Near the end of this quest, sneak into the tomb in the Green Emperor Way and sneak attack the armoured guy -- at low level he'll die with a single arrow. He's going to attack you anyway so why not kill him first?
The second one is amusing but late in the main quest. In the Forbiddin Grotto (in Paradise) is a character by the name of Eldamil. Kill him and he comes back to life!. How the the Dark Brotherhood notices this murder I've yet to determine.

Two possible ways of murder here -
Become grand champion of the arena, but before you do so, do the Grand Champion's Crowhaven quest. By the end of it, when you face him in the arena, [SPOILER]he doesnt fight back, for the reason of his ancestry being mostly Vampiric.[/SPOILER] So thats one murder on your name.
If that didnt do the trick, you get an annoying little elf fan boy following you around. Kill him somewhere out of the way. If that didnt do it, he comes back after a couple of days.
Alternatively, one that DOESNT involve the arena (so listen close if you dont wanna do that quest), go to the Imperial waterfront. There are a couple of beggars there who become [SPOILER]mythic dawn agents [/SPOILER]when they get within somehting like 50 feet of you. Now, jump on board the pirate ship at the opposite end of the harbour to the Bloated Float. So you have some Pirates to fight now too! Of course, if the city watch are around, they'll join in, as well as a few other "civillians" with swords, daggers and general magic. Watch the mayhem! (Note: I was in the Spies section of the main quest when i did this.) Half the time, people are too busy killing each other to care if you attack a civilian, and usually the watchman gets surrounded by pirates. At any rate, killing the [SPOILER]mythic dawn agents[/SPOILER] makes them turn back into beggars, and they count as murder. Plus, you get some good loot, including a possible full set of City Watch armour, which is worth a fair price.

Plenty of possibillities - sounds like I'll just continue with Arena quest and/or find Mephala's shrine. The pirate-ship battle sounds awesome though:)

Just this morning before work I was finishing up a Mage's Guild quest where you need to retrieve an item from a fort crawling with Necromancers. None of them were violent to me until I got to the end of the dungeon and killed the queen. After I killed her I snuck up on the nearest necromancer unseen and whacked him a good one. What happens but I get a message saying my act had been observed by unseen forces. WTF? This is puzzling to me. This guy tries to kill me if he sees me while unsnuck but if I kill him before he can challenge me suddenly the Dark Brotherhood is all interested.
So I guess I can expect to receive a visit in my sleep sometime soon.
I can't decide what to do. The idea of the DB conflicts with my morals. I don't want to kill innocent people. But I'm also nearing the end of the Mage's Guild quests so I'll be wanting something new to do. And I know how people struggle with which innocent to kill in order to get in, that part bothers me as well but here I am presented with an opportunity and I didn't even have to do anything wrong.
So I'm philosophically conflicted at the moment. I'll let my midnight visitor say what he has to say but I still haven't decided how I'll respond.
I'm a little tiny bit nervous.

Well, [SPOILER]he will give you a quest, which you can complete at any time to join the Dark Brotherhood. If you dont want to do it yet, but want the oppertunity, then let him talk and do the quest later. Or never, if it comes to it.[/SPOILER]

Silencer Rank, just did that "Mages something quest". Lucien that ass, sending me to the assmost corner of the ass of the world. I expect some uber foe mercilessly going mental on me and all i find is some prissy necromancer dying from two hits. He should have sent a mudcrab to do that work)and it seems to me not really all of those ive killed so far are truly innocent. However mostly your targets pose little to none threat (unless you are lvl 1 or something :b ) and dont fight back much, soo...
Gotta confess tho, ive been somewhat reluctant at first too. More credit to the excellent writing of those missions :o
