That's debatable, I think! While bagels and bread are both dough-based foodstuffs, there's some considerable difference in their preparation and the final product. I suppose it depends on whether or not you want to use "bread" as a general or specific term. While it's fair enough to say that "bread" can be applied to the entire category of dough-based foods, in common parlance someone asking "May I have some bread?" would not necessarily consider a pizza crust or a bagel a suitable subsitute.

How about rice or popcorn cakes? Those are not dough based and have a mild enough flavor not to conflict with the usual tasty sandwich stuffings. They're a bit on the crunchy side, but with enough mayo, they might just work.
My husband suggests hardtack (still flour based, though). Or maybe grape leaves.
