I am about to become guildmaster of the fighter's guild, i just have to kill the hard-heart guy to do it and the percius will apoint me as it. but i want to first go thru the thief guild quests which i see the last quest to become their guildmaster is also to kill hard-heart, but i cannot be allowed to join it, i have sneak at 45, security at 45, and all the other skills they like at 20, except marksman which is at 16. my agility is at 51, and my speed is at 45, still cannot join.

Maybe you've been nasty to them. Many Fighters' Guild missions are about being nasty to the Thieves' Guild. They tend not to like you after that...

I had the same problem, the thieves guild and the fighters guild are at odds with each other. Polotics you know. The only way to join the thieves guild now is to use the console. Once the moderators see that I've given you the answer, they will move this entire thread. Here's how to join. Type this excactly.

Now you're in at the lowest rank.

Not so. You can join both without the console and rise to the top rank in each one. In fact, the (
http://www.uesp.net/morrow/hints/mwfactions.shtml#reactiontable) UESP's Faction Reaction Table says that the Fighters Guild and the Thieves Guild have a neutral reaction to one another. So it shouldn't be nearly as hard as other things, like joining House Telvanni after becoming Archmage of the Mages Guild.
NOW, if you've already done some of Hard-Heart's quests (
that is, to kill Gentleman Jim Stacey of the Thieves Guild), you might be screwed. But, if you haven't, you should just be able to after you raise one of the guild steward's disposition high enough.

To Zaphod
I had alread done all of the fighter guild quests and became master of the guild before I joined the thieves guild and there was no quest to kill Gentleman Jim. It must be from a different faction because I've heard of this quest before. At first I thought some of my skills were to low but even after major improvements, the thieves guild still would not let me join. That was when I went on the spoiler forum and I believe it was Striker that told me what I had to do. I am going to use the console again if needed to join every faction the game has to offer dispite the conflicts between the great houses. I'm having too much fum to let petty polotics get in the way.
