Well, since I have the same card as you, then I will let you know how it runs Oblivion when I get it. Probably this Saturday.
If I can at least get an average of 25 fps or above, then that would be cool.

Make sure gamma correction sampling is OFF. Haven't tried it myself yet, but supposedly that, among other things, REALLY helps the framerate. There's is supposed to be a new NVidia driver especially tweaked for Oblivion due out anytime now.

i will try those tweaks.
that driver came out yesterday. it helped a little bit, maybe +5fps indoors

Hey, io. Did you try this (below)? I've heard mixed things about it and don't have Oblivion yet to test it, myself. Some say they see a difference, others not. No one is reporting that it does any damage, so give it a shot, if you haven't already.
b. NVIDIA card Coolbits tweak
This is one of the greatest driver tweaks I have ever seen. At first, I couldn't believe my results.
But I ran my benchmarks over and over and came up with the same result; an increase to my average
FPS of 19. There is no noticeable drop in quality and no apparent side effects. I encourage
everyone to apply this tweak. It really is pretty unbelievable. Steps:
1. Download and install the latest NVIDIA ForceWare drivers.
2. Download and install the "Coolbits" registry tweak:

(To install, unzip then double-click the .reg file to apply the registry mod)
3. Go to Control Panel -> Display -> Settings tab -> Advanced -> GeForce XXXX (your card model)
4. Expand "Performance & Quality Settings"
5. Click on "Additional Direct3D Settings"
6. Change "Max Frames to render ahead" from 3 to 0.
7. Click "Apply" then "OK" to exit the settings page.
Start Oblivion and note the huge, huge difference in input responsiveness and framerate consistency.

I also have R9800Pro, and the game was very jerky until I moved 3d quality slider in the video card settings tab from high quality to normal. Now it's very playable. All the graphics settings are recommended (set by the "default" button) except resolution which I increased from 640x480 to 1024x768.

Do you have specular lighting disabled? You need specular, diffuse, and ambient lighting enabled to enter his place.

General rule with any Elder Scrolls game: DEFRAG
Also, setting your system cache min and max values to the recommended value keeps to drive from thrashing constantly and makes things load faster overall. My min and max defaulted to 1536 and 3056 megs respectively -- now they are both 1536.
And lastly: any time the game crashes, wipe the system cache clean. This will prevent your save files from becoming corrupt. Oh, and DEFRAG... OFTEN!
