For the quest from the Morag Tong shrine, I have sold my Treated Bittergreen Petals, so I cannot poison the target...
I could find them by crawling from vendor to vendor, but I'd rather do it the easy way...
What's the console command to spawn these? What's their full name?

Well, bugger again. It appears that I've royally screwed the quest by talking to the victim. Never mind that he wasn't at his house, rather swimming in the bloody river...I simply go up to him to ask why he's swimming, and his paranoia begins...
Is there a console command to undo this? I mean, sheesh, I wouldn't cheat if he was by his house - like he's meant to be - but how was I to connect the guy I see mysteriously swimming with a bloody quest I got hours back??

I don't know the command - sorry.
In regards to the quest you shouldn't talk to guy what so ever and in fact you shouldn't need to go near him. All you need to do is go to his house (very near the spy masters house) break into the top level and 'use' the cooking pot to poison his food - simple.
It doesn't matter that he is in the river - it doesn't affect you or the quest - if you want him back where he suppose to be use the console command ra and the npcs will be reset back to their original starting places.
You'll find that many npcs will fall in rivers, of cliffs, etc during the game so don't be to concerned if you see something like this again.

Even in his 'normal' position he doesn't stand out side of his house he just walks about on the other side of the river.

You sure? All the guides I've seen say that he walks around in front of his house...
