Doing a little bit of research. I'd like to know who were the people who made the designs for TTLG and everything under it (Thief, System Shock, Deus Ex, etc). That is, the technical designs, the coding and such. Also, who was in charge of the artistic designs, the colors schemes to fit each game? Was it always the same people (maintainers aside), or did they change over time? Particularly over the past three years.

Pretty much all the original designs for TTLG and the daughter sites were concocted by Dan (Digital Nightfall)... I'm not sure about the Morrowind site. Certainly the main hub, sshock2, deusex-machina, the Circle, and stygianabyss are Dan's designs and implementation.
The Circle had a major facelift recently, but that again was Dan. As far as coding goes, I'm not sure. I think Dave recently revamped some of the main hub's coding. Otherwise things tend to be Dan + Notepad, I think.
The Bioshock site (which will get a shiny new facelift once there's anything really buzzing about the game in the industry) is Dave and I, but it's really just a repository of information at this point. When there's a wealth of useful content, I plan to completely redesign it to something much more thematic and slick. Right now it's just a blog, really.

Hmm. What about Saam? I was under the impression that lots of the background work was his. Or is that just me miscomprehending?

I was under the impression Saam owned a lot of the hardware, and ran the original trioptimum shock page.

Saam owns all the hardware, yes. He is TTLG's anchor to the physical realm.

Saam coded the news system they're using at the websites, AFAIK. Atleast he did the original one. I'm not sure if it has been updated recently (by David etc). :)

Ahr, yeah... If you run across any .asp, chances are Saam did that originally.

So yes, the major sites were originally designed & coded by Dan, with Saam providing the ASP code (News scripts, downloads database, FM database etc) which I've added to when needed.
As GBM said, he designed the BioShock site, which I coded and did the scripts for too.
Forum hacks (changes to the code) are done by me.
I'm much more on the technical side as I have the artistic skill of a Toblerone.
