Are there any other enemies in the water besides those annoying fish? I want to find a nice clear open water area so I can swim freely and maybe raise my athletics a bit:D

Yup. The almost-as-annoying Dreugh.
They look sort of like a human with tentacles in place of legs.
Not quite as annoying as the fish though since you can spot them much easier.
On the plus side, I've yet to see a single cliffracer underwater.

Red - Yeah, I ran into a slaughterfish on top of one of the hills in the Sheogorad region near Dagon Fel.
As far as open water, it is not going to happen that you can swim in a straight line indefinitely - if you want open water, you have to kill everything in it. If you are just trying to raise the Athletics skill, there is a bit of an exploit...
[spoiler] Just go to Balmora and swim directly into one of the support struts holding up the bridges over the Odai river. It counts it as continually moving you even if you don't go anywhere. [/spoiler]
