I believe the GBM has been referring to a similar controversy which sprang up in the UK - AFAIK it was about 10 years ago, so possibly indeed in 1999. You do have a point about the current conservative government, though... Explanation for the happy citizens of not Poland: they are both largely homophobic and not particularly likely to look for earlier cases pertaining to subjects they touch (and definitely not in the decadent West!).
