I don't think they were expecting the actual hacking mechanism to be that complex, but I do recall there being a definite expectation that the various systems in the city would have more interesting interactions than they ended up having as well the game allowing for creative problem solving in missions, rather than linear handholding.
Also graphics. The graphics were massively downgraded vs. previews.

"Linear handholding"? No, most of the levels/missions are quite open. The systems in place and the equipment you're given actually lets you get quite creative with your approach.

I think I found it hard to love simply because I've played too many games of the same ilk.
Burnout. I will play it again once my new machine is finally built.
