Naturally, LotR films were released much later than Thief games, but do you think that Pagan language could have been inspired by Gollum's distorted speech in the books?

i would guess it came from "the dark crystal" movie ,also other movies have done simaler voices,i just cant think of them,but its a typical go to voice for nature types

The Tolkien books(circa 1920s publications, many articles) used butchered English for Gollum; in Huckleberry Finn(Mark Twain circa 1884) fashion. His true language works for the races was compiled by his son in the Silmarillion. The language/dialect of the pagans was not an issue for thief series as each language distribution has its own accent, I <u>assume</u>. The Hobbit/LoTR animated films(circa 1977 & 1978) also used the butchered English for Gollum.
Don't forget Yoda of the Star Wars novels(late 1970s and 80s), though I doubt it influenced thief much. Maybe the floppy ear race of later books/film(80s).
