Hi again.
just a simple question really what is the best heavy armor out there? iam a lvl 22 orc warrior pondering where my next BP Leggings boots up grade is comming from. i have
Sarano Ebony Helm
Steel Cuirass
Steel Greaves
Steel Boots
Steel right pauldron
Steel left pauldron
Steel Right Gauntlet
Imperial steel left gaunt
Shield of Wounds
Fiend Katana
Glass Firesword
Dwarven Claymore

You could try doing the imperial legion quests some of the armor near the end that they give you is much better than steel. I have already finished all the quests (but the very last one) at lvl 8 so it should be a breeze for you. Other than that you will be looking for ebony or daedric I guess, no idea where to find any though, I only have found an ebony shield and long sword from a shire so far.

Ebony's the best you're "supposed" to get :) There are assorted pieces of Daedric, but to get a full set you gotta be really mean

In one of the three vampire clans (I don't know which one but they're near the north west edge of the main continent) there's one vamp. with a whole suit of glass armor, and one with a whole suit of ebony. Also, the armorer in Caldera has better stuff to sell you than what you have.. so just go to him and buy some things if you're in a hurry. Peace
