This painting is called Portrait of a Man, and was painted sometime between 1460-1470 by Renaissance artist Andrea Mantegna. The man depicted is thought to be either Giovanni Bellini (Mantegna's brother-in-law) or one of Mantegna's students.

PS: This concept was originally conceived by Woodrow Wilson and his administration when League of Nations was founded, not by Putin. How this plan works in reality is another question and it isn't supposed to talk about it in this kind of topic.

The painting is most definitely Putin. I asked my spectral frogbeast spirit guide, Brian and he confirmed it.
