You might make sure the graphics card is using the correct monitor port for full screen applications. If you use two monitors, make sure they're both on and the settings for each are compatable. If you're using one monitor, make sure your graphics card settings knows you're only using one.

Went through the graphic settings, no mention of a 2nd monitor anywhere. So that should be setup ok.

What was the last thing you've done before it happened the first time?
If DX 9 games work, it can't be a faulty card. A faulty card would either lock
up or get you a blue screen of death or a blank screen. Seems to me like one
of them Service Pack incompatibilities :/ .
Try rolling back to older drivers( Don't forget to use Driver Sweeper
once you've removed your current drivers).

I dont remember the last change I made before this happened its been going on for awhille now. Things I have attempted however:
Update and then roll back graphic drivers
Update sound drivers
Reformated
Updated dx9/10 many times
And I have used drvier sweeper and the instructions they recomend.

NVidia GeForce 8800 GTS should be the complete name, if I understand NVidia's naming convention right.
