Well im quite sure this is supposed to be obvious but im stuck, First am I supposed to cast at the stone pillar or at the plaque ?
And what order do I need to do them in ?

The pillar is the focus. The order of the translations in the book will aid you.
More explicit version:
Fire, frost, damage magicka, fortify magicka.
