Interesting - tried the patch myself and it does not seem to do much. VATS still a bit laggy, bigger combats still cause framerate drops... But maybe it is a tiny bit more stable than it was. I still have to try it on my big machine (as opposed to the notebook) to see if it did any improvement there.
I wouldn't be surprised if some of the problems were on the driver's side.
