This is not complicated. Right now Brandon is doing what he can to help Ukraine during what's left of his term because he knows that the incoming president is inclined to aid the other side and try to force Ukraine to surrender.
Also, while we are talking about Brandon, not allowing Ukraine to use aid weapons against the Russian military across the border was an incredibly daft decision in the first place. Russia would never ever handicap their forces like that. In fact, they have been attacking Ukrainian cities from the very start of the war without very little regard to what they hit. Train stations, supermarkets, hospitals, apartment buildings... everything is fair game as far as Russia is concerned. But Ukraine attacking Russian ammo depots and command centers in Russia -- oh no, that's too much, better not escalate or else Russia will flip out and commit suicide by nuke.

Citing “concern for operational security,” the Secret Service declined to answer the BBC’s specific questions about the use of robotic dogs in Trump’s security detail, including when the agency began deploying the device at his primary residence.
Boston Dynamics also declined to answer specific questions, although it confirmed the Secret Service was deploying its Spot robot.

Trump's ego is so fragile and he is so transparently desperate for affirmation that he will be anything that another person in the room wants him to be, or at least what he imagines they want him to be. He's paper thin, and there's nothing underneath.
My favorite point about his cabinet picks making the rounds is that in both this and his last admin, he selected a Black man to be head of Housing and Urban Development because he thinks it's the department for Black people just because it has the term "urban development" in it. He's literally that dense. Everyone should know this by now.
