The key he is selling looks like its for both the full and upgrade versions of windows 8.1, and as long as all the feedback that seller has isn't fake then, it looks like a good deal.
The only fly in the ointment is that all the ebay members that left feedback are private, which means the sales were private. If this guy/girl has nothing to hidew why are the sales private..? If you buy via paypal or via credit card to the sellers paypal account then its fairly safe.
