This talk of making an Underworld mod for Unreal has gotten me a little worried, for one specific reason: I don't have Unreal, and I don't want it. My question is: will levels/mods made for Unreal also work for Unreal Tournament? Aren't the engines technically the same except UT has better networking code?

All it would take to modify a mod from Unreal to Unreal Tournament is just a few code changes. Levels, textures, models and stuff are still in the same format.
