How do you make a ring with unlimited fast flight??

Short answer: You can't, in-game.
Slightly longer answer: Either use the Editor to make one do so or alter your requirements.
Long answer: Rings really can't hold enough for a nice, fast levitation spell; either use the Editor to make one, or make yourself a 'flight suit' of levitate-enchanted armor & clothing.
