I've started a game of Deadly Shadows (with Sneaky Upgrade) on Expert, and I'm a bit confused about how the game populates the city streets with people and loot. What astounded me at first, was that blackjacking someone and then rounding a corner would oftentimes make the body disappear, along with any loot they may have been carrying. I've made a very tidy profit on Day 1 by attempting to be thorough with tracking down citizens that are carrying loot across the three available maps, but due to how randomly this stuff is generating, I'm wondering if my completionist approach is a total waste of time here; I've witnessed new citizens materialize with a bangle, bag, and headdress just because I've quickloaded! On the other hand, loot does seem to become rarer as I steal more from people.
Can someone explain on a technical level how Deadly Shadows city streets work in this regard?

As I remember in the city sections a KO'd AI respawns somewhere on it's patrol route once you lose sight of the body, the body disappears & is respawned somewhere on it's patrol route far enough away so you can't see it happen, I believe this doesn't happen in missions just in the city sections
I once tried collecting every AI in a city section but every time I lost sight of the pile a body would vanish & be respawned

It's bad design IMO, and it's mostly because of that awful Unreal Engine 2.5 that Ion Storm used. Deus Ex: Invisible War was loaded with flaws because of the damn thing too.
I wouldn't mind so much if the people you knocked out woke up after a set amount of time, even if it did clash with the blackjack "rules" displayed in actual missions, but just turning around and finding them back at it again is frustrating as hell.
