I found the ROT-13 encoder, but I don't know how I'm supposed to decode the users.txt file into usable logins. Any leads would be great.

I don't see how that helps me decode a username. I put it in as I found it in the text file and it didn't work.
Oh, the encoder works in reverse. You know, you need to set up the blanks to indicate that.
