ok, i bought a golden saint summon spell and it wont work. the chance is at 0, and my magic is at a relly low level, anyone know how to increase these? or is there sompthing else rong?

Hrm.. chances of casting a spell are directly affected by 1) your skill in the spell's school, 2) your magicka (if you don't have enough, it's 0% chance), and 3) I suspect Intelligence plays a part.
As to how to fix that? Practice, practice, practice...

While my advice for the novice Conjurer is to find yourself a soulgem and pay an enchanter to put the spell into an item. 100% chance of working that way.

* Willpower is used for all spells (0.25% better chance for each point) and the governing attribute for the skill doesn't matter.
* Luck gives 0.125% better chance for each point.
* I haven't tested excactly how much the skill matters, but it is more important than the above two.
* Current Fatigue is also a factor, no numbers here either.
* Casting cost also determines the difficulty of the spell (higher magicka cost = more difficult), again no excact numbers.[/list=1]And ofc you need enough magicka to cast the spell in the first place (165 for the base Summon Golden Saint). With 100 Willpower, 100 Luck, 100 Conjuration, full Fatigue and enough magicka I had 68% chance of casting SGS.
Either make your own version of the spell, practice a lot while fortifying your Willpower as Forsythe told you or make an item as Margorach suggested.

% of fatigue left doesn't have much to do with success... its your fatigue remaining... as in someone wtih 500fatigue at 100% would have less of a chance than someone with 1000fatigue at 80%. I have about 650fatigue points and with 100 conjuration, willpower, and 210 intelligence, I have a 96% chance.

I did some more testing and I didn't see any difference between 200 maximum Fatigue and 500 max Fatigue using only Strength, Agility and Endurance to alter Fatigue (remember that Willpower also increases Fatigue).
However I found that if you run out of Fatigue (ie. 0 current) you will have 60% chance to cast compared to your chance at 100% Fatigue.
Ex. A spell with 50% chance at 100% Fatigue will have 30% chance at 0% Fatigue.
Furthermore each point of skill adds 2.5 chance to cast (ie. 10 times more efficient than Willpower and 20 times more efficient than Luck).
Also I rechecked and found that I was looking at the wrong spell when I said that you would have 68% chance with 100 Willpower, 100 Luck, 100 Conjuration and 100% Fatigue, it should be 81% chance to cast the bought version of Summon Golden Saint (165 magicka).
