Ok....so theres a spell we can cast... ABSORB MAGIKA...
if i was a mage...could i exploit this...?
by like casting a ancestral ghost...then absorbing the magika?
where can i find this spell?

This is not exactly a cheat but a legal way to go. Cast 100% absorb makes you imune to magika but you may try to drink some fortify potions before you can cast such a spell. I think its fortify willpower and inteligence plus fortify mysticism.
Its possible by using alchemy to raise attributes way above 100.
PS: Making you immune to magik doesnt make magik useless against you. Your enemy can fortify himself or become invisible and attack you this way. Or he will just conjure foes to attack you over and over again (not that conjuring foes is of any help after level 20 ;) ).
