Ultima Underworld 1 & 2 do not work well with high mouse sampling rates, so the lower the mouse's sampling rate is set, the better. Dosbox-Staging allows you to lower your mouse's sampling rate via the MOUSECTL command as described in the github issue pages below:

For example:

MOUSECTL dos -r 125 sets the mouse's sampling rate to 125 Hz.
