I've done a search for Twin Lamps in the forums, but I haven't found any concrete answers. They clearly exist as a faction, but is it possible to join them or get quests from them?? Does anybody know for sure?

Yes, it is.
[spoiler]Basically, you need the password, and you need to meet the head of the faction. You'll only get the password after freeing a certain number of slaves. I think it's 10. I may be making that number up. So start freeing those slaves, then talk to them until one gives you some more info on Twin Lamps.
Anyway, eventually someone'll tell you the password. Then you need to find the leader of the Twin Lamps. She's in Vivcc, in one of the outdoor apartments, on the bottom level of either St. Olm's or St. Not-Olm's. [/spoiler]

Hrm.... that's almost right; I'd played a Hllalu last time, and I wanted my Telvanni to know of the Twin Lamps as well so I researched this last night. The short story is that Telvanni (and maybe Redoran too, see below) can't know of 'em.
The long story is that:
[spoiler]1) You get the conversation topic "Twin Lamps" from Tul, near Dren's plantation... but you're screwed if you meet him before
2) you've gotten one of Ilmeni Dren's (in the St. Delyn's canton) "rescue the slave" missions and I think she only talks about those if you're Hllalu, though I'll double-check when I get home.[/spoiler]
Either way though, there's no way to "join"; all you can do is make the faction members like or dislike you by respectively saving or betraying/slaughtering random slaves (oh, and doing missions to save specific slaves).

Something interesting for those who're interested in how the conversation model works... there seem to be two ways that a topic can become a viable discussion topic:
1) If an NPC says a word that he/she/it has as a discussion topic, or
2) If a script or dialogue uses the AddTopic command
Given that, there's a couple ways to do their missions, but they all boil down to needing both the 'slavery' and 'Twin Lamps' topics.
Zaphod's right (sorry for doubting you, Z :p) that you need to get the 'Twin Lamps' topic from slaves after freeing 6+ slaves; that's the only way I could find as well (can't get it from Tul unless you've done a TwinLamps mission, can't get a TwinLamps mission unless you know the topic; he's probably a layover from some rewritten plotline).
Given that, an easy way to get the 'slavery' topic is either (as a Hllalu) to talk to Ilmenu Dren about business and do her book-delivery mission and she'll send you to Galyn Arvel in Ald Velothi, or (regardless of House) you can go directly to Galyn Arvel and talk about about 'Twin Lamps', then 'slavery'. Either way, you'll get Ilmeni Dren's 1st mission... and once complete you can go directly to her and she'll give you get 2nd mission.
(*whew* Probably more than anyone'd ever care to read on the subject, eh? :p)

No actually, that's exactly what I wanted to know. Did you get all that out of using the editor to look at each of the NPC's?

Edit: Bugger... just went and tested my theory last night, and it looks like GA won't talk about slavery until ID's sent you to her. There's gotta be a way for non-Hlaalu, but I got tired of looking and just cheated (ie: AddTopic "slavery")
