AScottK was at the DarkMod the last time I had to do with him, same goes for New Horizon (who still sits on the T3EnhancEd resources :sly:). The rest of them are barely seen and never caught. Alas, and I'm just a Builder and Housepainter™!

So...TDS Garrett cannot look straight up? Is that hard-coded, or can that be tweaked? Personally, I'd love to be able to increase how far he can rotate his head a smidgen, so he can actually look over his shoulders while using climbing gloves.

If I may play some kind of advocatus diaboli: For looking up it doesn't hurt a lot since you can turn around (and never really look up completely as a human). For arching, however, 90 degrees would be really hard. The arrow would jump off your hand so easily and often that shooting an arrow up a well would be quite a disaster. I think that's when level design comes into play. You can make the well itself broader but also create a bigger cave beneath the duct to allow aiming for the beam.
PS: Shooting an arrow into a beam and then pulling a rope in the very opposite direction would make rope arrows – although they're already quite freaky – even more unrealistic.

In first person view, this isn't an issue. The head doesn't have to do all the rotating. In real life, the eyeballs and spine make it possible to surpass the 90° vertical line. Placing a knee on the ground, the foot of the same leg away and somewhat to the side, and the other leg straight, forward, and somewhat to the other side, the shoulders at an angle to the ground, it's not too unreasonable. To do it all the time with ease would certainly be unusual, but at the bottom of a well, a person will agree to temporary discomfort, and even fire an arrow in an incorrect manner to get the job done. We all know the bow and arrows don't follow reality. The Thief experience requires novel vertical movement in 3D space.
We know the Thief rope arrow is not pulling a rope along behind it, just as the elemental crystals and arrows have no real world counterpart without a significant difference. When playing in the Thief universe, you are in a fantasy world, unhindered by physics as we understand them in the real world. When making an FM, an object does not have to be implemented, nor does the author have to force a player to use it, if they don't want.
