If by 0,128,128 you mean completely black, then yes, it does have it (as seen in the edges of my screenshot).
Actually I don't always go for the classic look because I like it (which I suppose I do, in the end), but because it's simple, uncluttered and I'm used to it. And I don't really get the point of Windows theme-ing anyway. I mean, why would I just sit on my chair and look at fancy menus and pop ups and task menus and (interactive/animated) desktop backgrounds? Whenever I use my PC the only part of Windows I see on a regular basis is the task bar, so it being gray and small and unobtrusive is exactly what I want. People always complain about websites having flashy ads and blinking tags and what not distracting them from their browsing, yet they often put similarly distracting stuff on their Windows
Or to use a flawed car analogy - most people who aren't "case modders" or tuners in this case wouldn't put bling on their engine blocks and gas/break/clutch pedals and seat-adjusting buttons that are hidden below the seat, because they rarely see them and only need them to safely operate the vehicle.

I still think classic Windows looks hideous.
The Win2K GUI was a model of functional clarity. Aero, with all its gratuitous gradients and transparency and barely-distinguishable focused windows, still looks obnoxiously amateurish to me.

I totally agree. I could've at least handled just about everything being transparent for the simple sake of transparency if it weren't for that entirely useless light reflection effect getting in the way of everything. The end result was just too noisy to be functional.
All things considered, I think Vista/7 were aesthetically the worst desktops MS has ever done.

I do kind of like Win10 theme of just flat colors and boxes, tho the oldschool gray win98-esque design was a bit clearer (ie telling different sections of a window apart)

Nah, the original Windows 95 had this hideous colour as its desktop:
