Is there any way to make the forum switch from 24-hour time to the AM/PM format? I skimmed through all the User CP pages, and didn't see anything.

Why? It is not complicated, fits the usage for most countries thereby giving an accurate time for everyone.
If it confuses you just add 12 after noon. OOOO is midnight and at noon
(1200) just add 12 to the following hours. 1 pm = 1300 and so on to 2359 (one minute to midnight 0000).
