No, it's a smallish town called Tiran, hence "it looks sort of out of the way even by Iran standards".
You can zoom in on the map, just NW of Najafabad, then cross-ref it to another map that has the town's name.
I thought about the same thing you did, though ... Looks like a misspelt Tehran.
Also, it wasn't so much that Iran isn't that open as there is a US trade-embargo to Iran ... I don't know about with Europe, though.

I zoomed in on the Iran ttlg'r, he's apparently standing in the middle of the road maybe too nervous to visit us from his house now the we've got this ttlg online thing.

Well, I'm from Balkan (Croatia to be more accurate), and there are a couple more from either my country or the surrounding countries (Slovenia, Serbia, B&H) but it seems they don't post that much.
I have also seen that there are some Romanians, Bulgarians and Greeks.
So there are a few of us, nothing compared to USA or west Europe.

Have yet to see it locate me anywhere closer than the other side of the county (at home outside london briefly), which is odd, because those adverts that attempt to detect where you are and offer you "HOT DATES IN...." have been getting it spot on recently.
