i don't even know if we have what we need to do this... i've been told we do but i can't figure it out. i'm trying to make some new magic effects. It seems like its hard coded or something.. but we don't have the source code do we? Maybe i'm just overlooking something though.... any help?

The magic effects are hardcoded and there apparently won't be added any new ones in the expansion either. Which effects are you missing? There might be another way to do it (scripting or altering/combining other effects) eg. if you want to summon a guar you could change one of the other summons to look and act like a guar.

Well i just had an idea to make a couple vampiric spells. One that would allow the user to resist sunlight damage and then one that would be a vampiric "mask" so that the NPC don't notice you're a vampire. Of course they'd be very rare, probably sold by a Televanni mage.
These kinds of things i think would definetly need to be coded... though i haven't been working with the editor for too long so maybe a hack of some sort could be made..

The effects you mentioned won't work... unless you rework the vampire constant effects and redo the entire set of vampire dialogue... then you could attach a scripts to some spells that would simulate those effects... too much work if you ask me though...

Y'know, now that I think about it, it might be possible to make an item that makes you human for as long as you wear it. If you make it have a script that 'remove's and 'add's your basic vampiric 'disease' when you wear & remove it (respectively), that just might do it. Of course, your vampire kin will think you're mortal while it's worn... You could also duplicate this for a 'sun protection' item of some sort.
(If anyone wants to borrow that idea, feel free; just give credit where it's due ;))
