There is also the blocked-off tomb of Gedna Relvel- I don't think that one opens until the quest is active.

Interesting... went looking for info on that place, and found (http://12.145.63.45/~uesp/morrow/tribunal/quest/trb_misc.shtml) a list of Tribunal side-quests over at uesp; apparently, that'un's the only Tribunal side-quest I didn't know about. Thanks for the info ;)

Yes, that particular quest is a bit obscure. It's not as easy to stumble across as the other misc. Tribunal quests are.....
