I'd like to see something like a 1.5x increase to HP, then maybe 5x strength and 3x speed. I don't know how well that would turn out, of course.

The ideal solution would be more cunning enemies who used all their resources and the environment at their disposal... but that kind of AI is alot to ask for.

The ideal solution is a wider range of enemies and situation difficulties at ALL levels of play. I think the complainers are mostly right about enemies scaling up with you negating the benefits of improving your character. I think at just about all levels there should be enemies and dungeons and quests where you really have no choice but to run for your life. Then when you improve your character you can revisit some of them and enjoy the benefits of your new abilities, while others remain too difficult or at least very very difficult. Naturally loot and rewards should match the difficulty rather than your level.
That's the problem right now I think. After the lowest levels, all the encounters are designed so that a typical player can beat them. That means they're by necessity too easy for the better players and too hard for the less-experienced ones. We need more memorable, legendary dungeons and fights that do not scale in any way to the player's level but always stay exactly the same. Umbra is the perfect example of this. I tried taking on Umbra at something like level 3 or 4 and got my cuirass handed to me on a platter. But I never forgot her. I always planned that someday I would come back and show her what for. And that sword was a VERY tempting incentive. That's what's memorable. Failing gloriously then returning someday to win. Why doesn't Oblivion have more encounters like Umbra? (Actually considering her sword, I think Umbra should be MUCH harder to defeat still, but she's a great example nonetheless)
I'm guessing all this has been said before in innumerable posts on the other forum. I might just mosey on over and have a look.

Sounds like what you're suggesting is how World of Warcraft does it. Weaker monsters near the starting area and getting stronger the further out you go into more remote areas. Then you have your epic dungeons containing super monsters that require more planning and strategy. I agree that might be a better way to do things but then you couldn't really adventure anywhere you wanted unless you wanted to fight something too easy or too hard just for the sake of seeing everything.

The idea of adventuring and finding, out in the wilderness, in the bottom of a deep, deep cave, a lone dragon so powerful it blows even a level 50 warrior's socks off, really appeals to me.
Actually...
I'd really like a huge cave system. Oblivion's forests are very cool, but I'm at home underground. I want something that's huge and sprawling, like Arx Fatalis. Maybe someone could make a mod. Maybe I could.
