Hmmm... I don't think I've ever seen that on a UBB. Might be possible to hack. I'll have a look and see.
First thing that pops into my head is that it would require the HTML for each thread to be written specifically for each user depending on their timezone... That sounds like it could get messy and really drain the resources. Hrrm.
My instinct is to say that the reason I've probably never seen that on a UBB (other than the fact that I'm unable to be in two timezones simultaneously to test that) is that it isn't something that's at all practical (if it's even possible).
But I will look into it. I'm often completely wrong about things like this. :)

I thought that since UBB 6 the HTML was always regenerated anyway, but I may be wrong (I don't know how UBB works, I've only been a user). In prior versions, where I'm sure, as a user, that the pages were generated once and for all, it would have been a terrible overhead.
Now, if pages are now generated each time you visit them, it would be less of a problem. Yet, I have two much simpler solutions :
* Implement this only in the thread list, which is generated for each user anyway, it's better than nothing.
And finally, a drastically simple solution. Which I would personally find sufficient for most cases :
Include the current server time (in the server's timezone) at the top of the thread lists.
That'll give us a time reference to understand the post's time...
