One time I managed to get into Gary's house... but I can't seem to repeat it. Is there a way to tell what time of day it is? and to know when you can get into his house?

There isn't really a 'time of day' more like, when you complete a certain mission/quest some shops may open or close. So you just need to complete whatever your mission is at the moment and they may open up again. Hope this helps.
