This is by no means a dictionary or even a definitive account, it's just some thoughts I've been having on certain parts of the Dunmer language.
Firstly, I'm certain the suffix/standalone word fell means island. "Bal Fell" is an island on which a large Daedric ruin stands, and the island around which the game is based being named Vvardenfell was a dead giveaway. Talking of Bal Fell, I'm led to believe that Bal simply means "large" or "big". Bal Ur and Bal Fell are pretty large Daedric ruins compared to others, and Balmora is one of the game's largest towns. At a stretch, Bal Isra (Where the Redoran stronghold is eventually built) is named after a stone formation - perhaps Bal Isra simply means "Large Stones"? That might also give us a lead on the word "Isra".
Next, it's highly likely the suffix ora suggests "town". We have several towns that follow this convention - Balmora, Tel Branora, Sadrith Mora and Tel Mora.
Obviously, "Tel" indicates a Telvanni stronghold - Tel Naga, Tel Branora, Tel Yr, Tel Aruhn, etc. I'm unsure about the word "Sadrith", but it seems to be associated with the Telvanni, since the only other use of it is found in Gah Sadrith, in the Telvanni islands in northeastern Morrowind.
I had a theory about "ruhn" being associated with Redoran but this seems to have been debunked by House Dres having a town in their territory called "Methren-ruhn".

"Fell" means City - Vvardenfell is "City of the Strong Shield" in Dwemer. Volenfell (Now Hammerfell) means "City of the Hammer".
"Sadrith" means Mushrooms - Sadrith Mora is ''Forest of the Mushrooms''.
"Mora" means Forest - Balmora is "Stone Forest" (As seen in Arena).
"Bal" means Stone.
"Ruhn" means Home - Ald'Ruhn is "Elder Home".
There are plenty more in the dictionary - almost all are translated from what people say in game, and are marked as such.
